"BUILDING COMMUNITY"
A 4-YEAR PLAN TO ENHANCE DIVERSITY AT WAYNE STATE COLLEGE

To: President Halsey

Subject: Progress Report, April 30, 1999

From: Ken Halsey, President, Responsibility Center for Goal One, Objective 1

Goal One: Create a more hospitable and non-discriminatory college community climate that embraces diversity.

Objective 1: Review the campus climate and find prospective and positive ways of encouraging dialogue on diversity throughout the Wayne State College community.

I. Summary: There is no substantial progress to report at this time. However, the foundational work has been started. Initial efforts to find prospective and positive ways of encouraging dialogue have begun and should help us make real progress on this objective over the next year. Major efforts at this juncture include the following:

All of these efforts have helped to expand our campus-wide dialogue on diversity. However, while planning to continue with efforts like those mentioned above, I now propose to focus on two major initiatives. The first will be to begin a major review of the campus climate. The second will be to do a better job of not only finding, but then disseminating those "prospective and positive ways" of encouraging dialogue on diversity across the campus in a way that they can and will be acted on i.e. translated into programs

II. Detailed Assessment of Progress:

A. Two meetings have been held with all of the Responsibility Centers invited. At the first meeting on February 10, three of the RC attended along with three visitors. Major accomplishments were to outline the duties of each RC, to review the diversity plan, and discuss the role of the Multicultural Focus Group. (See attachment A). A second meeting was held on March 18, 1999, with four of the six RCs attending. At this meeting progress reports were discussed and an example for RCs to follow was distributed and also posted on The CITE's homepage http://academics.wsc.edu/frc/diversity. (See attachment B.)

B. The Multicultural Task Force-- My letter dated January 11, 1999 conferred "official" status to the Multi-Cultural Task Force (MCTF). My tasking was for "the MCTF to serve as a clearing house group that will assist with diversity plan implementation by working with the various Responsibility Centers designated in the WSC Diversity Plan, "Building Community."
The MCTF further clarified their purpose to be that of a clearinghouse, initially providing the following services:

Specifically, the MCTF will be able to offer guidance, advice, and support for Responsibility Centers, WSC organizations, and individuals (students, faculty, & staff) interested in sponsoring diversity-related speakers, activities, and/or programs. The MCTF will assist by exploring the following questions prior to a commitment of funds, or gaining support from the MCTF: What? Why? Where? When (conflicts)? How will this be funded? Target audience? How will the event fit into our diversity plan?

(See attachment C for the suggestion prepared by the MCFG)

C. A week-long focus (22 February to 5 March) on the variety of families that are represented across the WSC campus was supported by the president's office and campus wide participation and discussions were encouraged. (See appendix D. for a list of activities.)

D. Women's month activities were sponsored and supported by my office. In addition to encouraging bulletin board displays across the campus, the appearance of a nationally know speaker was funded by this office. See attachment E. for information on her presentations.
